Who writes the rules of the road?
Huawei's new seat at AUTOSAR's top table signals a broader shift: China no longer just wants access to the auto industry's rules, it wants a hand in writing them.
The competition between China, Japan, Europe and the United States over the future of the automobile is increasingly about who writes the technological rules governing the computers inside it.
The car is becoming a software-defined vehicle, shifting influence toward those that shape the industry's software architectures and technical standards. For the United States, Japan and Europe, that transformation presents a particular complication. China is simultaneously the world's largest automobile market and an increasingly formidable automotive competitor. European, Japanese and American manufacturers want continued access to that market. China, meanwhile, wants access to global markets while seeking a greater role for Chinese companies in establishing the technological rules governing them.
One place where this competition is becoming visible is AUTOSAR, Automotive Open System Architecture. Established in 2003, AUTOSAR creates common standards for automotive software architecture. Its original core partners were overwhelmingly European: BMW, Bosch, Continental, DaimlerChrysler, Siemens VDO and Volkswagen. Ford joined later in 2003, followed by PSA Peugeot Citroën and Toyota, and then General Motors in 2004.
The original rationale was largely practical. There is little strategic value in every automobile manufacturer independently designing software protocols governing mundane functions such as windshield wipers, windows, and lights. Common standards eliminate the need to reinvent the same digital plumbing for every vehicle.
Manufacturers can instead concentrate resources on the software that distinguishes their cars: cameras and sensors, autonomous driving, battery and engine management, artificial intelligence, data, infotainment, and ultimately systems governing steering, braking and propulsion.
AUTOSAR establishes common architectural standards and interfaces for automotive companies to construct their own systems. Those standards shape how systems communicate, which suppliers can participate and how easily technologies developed in one market can be deployed in another. What begins as engineering efficiency can ultimately shape the structure of an industry.
From participant to rule-maker
Against this backdrop, Huawei's progression within AUTOSAR is revealing. Huawei joined as a Premium Partner in 2018. In 2023, Huawei became the first Chinese company to achieve Premium Partner Plus status. Then, in January 2026, Huawei entered AUTOSAR's highest membership category, becoming a Core Partner, the first Chinese company to reach that level, taking it beyond access to the rules and moving it to the role of writing them. Huawei's interest extends considerably beyond selling equipment to automobile manufacturers. The company has built a substantial automotive technology business encompassing communications, computing, cloud services, intelligent driving systems and software. As automobiles become networks of computers, sensors and communications systems, the boundary between the automotive and information-technology industries is eroding. Huawei therefore has a clear commercial interest in ensuring that global automotive standards evolve in ways compatible with its technologies.
Beijing's interests extend further. China is now the world's largest automobile producer and exporter. Its electric-vehicle manufacturers increasingly depend on their ability to sell internationally. Compatibility with global automotive standards lowers the barriers to doing so. Participating in those standards also gives Chinese companies an opportunity to influence a technological architecture that historically reflected predominantly European, American and Japanese industrial priorities. China has become an industrial and technological power whose companies increasingly expect a voice in determining the rules governing the global automobile industry.
American manufacturers are centralizing vehicle computing and software. Volkswagen, Mercedes-Benz and BMW are investing heavily in software platforms. Nissan and Honda are joining forces in vehicle software development. Chinese manufacturers are pursuing the same transformation, often with deeper involvement from technology companies such as Huawei.
The automobile industry may therefore be moving toward a world in which dozens of familiar brands sit atop a much smaller number of underlying technological architectures.
Who writes the rules?
For most of the past century, automobile competition was understood primarily as competition between companies such as Toyota versus Volkswagen or General Motors versus Ford. Increasingly, the more consequential competition may be between technological ecosystems: automobile manufacturers connected to semiconductor companies, software developers, telecommunications providers, cloud infrastructure and artificial-intelligence systems.
Here industrial logic collides with geopolitics. Economics pushes toward common standards. Geopolitics pushes in the opposite direction. The United States is restricting Chinese access to advanced semiconductors while scrutinizing Chinese connected-vehicle technologies. Europe is confronting both its technological dependence on China and the competitive pressure Chinese manufacturers place on its automotive industry. Japan faces many of the same economic-security concerns while its manufacturers retain enormous commercial interests in the Chinese market.
Yet all continue to cooperate through AUTOSAR. The question is what happens when those common technical rules themselves acquire strategic importance. Europe, Japan and the United States cannot simply exclude China without costs and cannot easily disregard an automotive ecosystem of China's scale. Nor is China likely to abandon the international standards that facilitate access to foreign markets. It has strong incentives to remain inside those institutions and to acquire greater influence within them.
Some of the most consequential competition will occur inside the institutions that determine where these systems intersect: which standards become global, which technologies are interoperable, which suppliers can participate and whose technological assumptions become embedded in the architecture everyone else must use.
That makes Huawei's rise within AUTOSAR an example of a much larger shift in China's role on the global stage. China entered a global system whose standards had largely been written by others. Beijing wants to ensure that the next stage is shaped by Chinese companies with the institutional position to participate in writing those standards themselves.
For Europe, Japan and the United States, the strategic challenge is how to manage China's growing share of that rule-setting power. The future automobile may still carry a Japanese, German, American or Chinese badge on its hood. But the deeper contest will be over the standards defining the architecture inside it, and ultimately who gets to write the rules of the road.
