“Star Wars became reality”: The Arrow 3 interception that changed missile defense

The former head of Israel’s Arrow program recounts how a November 2023 missile launched from Yemen was intercepted in space, turning decades of development and testing into an operational reality. 

“For the first time in history, ‘Star Wars’ became reality: the interception of a ballistic missile in deep space. A missile launched from Yemen toward Israel in November 2023,” says R., who led Israel’s Arrow missile defense program for the past three years, in an interview with Israeli news website N12. According to him, the historic event, in which an Arrow 3 interceptor carried out an operational interception of a ballistic missile in outer space, was the first in human history to take place entirely outside Earth’s atmosphere.
R. was responsible, under the head of the Israel Missile Defense Organization (IMDO), known in Hebrew as Homa, at the Defense Ministry’s Directorate of Defense Research & Development (DDR&D), for the development and procurement of the Arrow weapons system, as well as for shaping Israel’s joint missile defense strategy with the United States.

Now, after three turbulent years in which the system evolved from a theoretical shield into an operational layer of Israel’s defenses, functioning as part of daily combat operations, he reflects in the interview on his historic tenure, one in which the boundaries of missile defense were pushed into territory that had previously existed largely in testing and theory.
On October 31, 2023, the Houthis in Yemen launched a heavy ballistic missile toward Eilat and southern Israel. The Arrow 2 system detected the target, locked onto it and destroyed it with precision. “But the system was resilient and ready enough, and we managed to intercept the missile using Arrow 2. It was the first time the Arrow system had truly faced what it was designed for, a long-range combat missile fired at the State of Israel,” he says in the interview.
Just nine days later, on November 9, 2023, an unprecedented chapter was recorded in the history of aerial warfare and missile defense. Another ballistic missile launched from Yemen was detected rapidly ascending to immense altitudes. This time, the Arrow 3 system, designed to destroy targets outside the atmosphere, was activated.
Within minutes, the Arrow 3 interceptor carried out an operational interception in outer space, the first in human history, according to R., to take place entirely outside Earth’s atmosphere. What had been tested for years in laboratories and field trials had become reality in the face of an actual threat. “From that moment on, Arrow, which had always been a system reserved solely for deterrence, became part of routine security operations, intercepting missiles sometimes twice a day.”
In the interview, R. also recounts what he describes as the first true test of Israel’s layered missile defense system, the night of April 14, 2024, when Iran launched a direct, large-scale attack on Israel from its own territory, involving hundreds of UAVs, cruise missiles and dozens of heavy ballistic missiles, all launched simultaneously.
“This was something we had never done before, and no one in the world had ever done, to intercept a dense barrage of dozens of heavy, long-range ballistic missiles. We conduct simulations and tests and prepare for everything, but what happens at the moment of truth when you are facing dozens of missiles simultaneously? Those were very difficult days psychologically,” he said.
When the barrage arrived, the technological systems operated in close synchronization. On that historic night, the Arrow system achieved an interception success rate of approximately 86% against the ballistic missiles.
